As the Business Unit Leader and Vice President of the National Healthcare Division at Total Program Management, Inc. (TPM), I lead a team of experienced Insurance professionals that specialize in providing customized Brokerage and MGA solutions for the complex and evolving risks faced by the healthcare industry. With over 20 years of E&S brokerage experience and 10 years of underwriting experience, I have developed a deep understanding of the healthcare liability market and the needs of our clients and partners.
My core competencies include placing Healthcare Professional Liability, General Liability, Property, Auto, Excess/Umbrella, D&O/EPL for various healthcare segments, such as Long Term Care Facilities, Assisted Living, Hospitals, Allied Medical and Social Service Agencies. I leverage my extensive network of carriers and contacts to negotiate the best terms and conditions for our clients while ensuring compliance with state and federal regulations. My mission is to deliver exceptional service, value, and results to our healthcare clients and partners, and to contribute to the growth and success of TPM.

I have more than thirty years of experience in claims management. My experience is varied working on the carrier side, retail agent and the employer.
As Vice President of Claims at TPM, I have successfully developed and oversee a comprehensive claims department focusing on claims oversight and risk management programs, specifically tailored for healthcare industry employers. Our primary objective to assist employers and supporting our retail agents in effectively controlling Workers’ Compensation costs. By closely monitoring and analyzing claims and identifying trends, we develop targeted solutions to mitigate risks and reduce costs.

John Piccolo

As the Director of Operations at Total Program Management, Inc. (TPM), I oversee compliance with the New York State Workers’ Compensation Bureau as well as the New York Rating Board (NYCIRB) and NCCI.
In addition, I manage all matters relating to Workers’ Compensation Final Audits and Risk Management/Loss control for our niche healthcare market.
With over 38 years of insurance sector experience and 18 years of specific Workers’ Compensation experience, I have developed a deep understanding of the healthcare liability market and the needs of our clients and partners.
I strive to deliver exceptional service, value, and results to our healthcare clients and partners, and to contribute to the growth and success of TPM.
Michelle Gandley

I am a claims service advocate for TPM, providing superior customer service and client relations in support of our Workers’ Compensation team for the Healthcare Industry. I bring more than 15 years of customer service experience and provide dedicated and efficient claims resolution, proactive risk management and education for a safer healthcare environment.
As a wife and mother of four children multitasking is one of my strongest qualities. It is also one of my proudest accomplishments in my life as well.

Matthew Blake

With over 25 years of service in the insurance industry, I have worked for both insurance carriers and wholesale brokers, with a primary focus in the Workers’ Compensation industry. My experience is in positions of customer service to senior level underwriting. I have been with TPM for over 14 years and hold a dual role as the Director of Business Development and the Lead Underwriter for our book of business. I also work hand in hand with our team of underwriters and claims specialists along with our vast brokerage partners.
I carry a P & C License and have a bachelor’s degree from the New York Institute of Technology. I am always open to a bad day of golf.

As part of the TPM underwriting team, for over two years my focus is on file maintenance and customer service in a professional and timely manner. I am also a liaison to our carriers and agents for policy issuance and renewal policies. I bring over 20 years’ experience with national insurance carriers and corporate banks where I provided sales, service, claims, underwriting and customer service.
TPM allows me to collaborate with our clients and continue to grow as a professional to gain a deep knowledge within our specialty as a healthcare broker and MGA.

With over 15 years of experience in the insurance industry, I Joined the Total Program Management Underwriting Team in 2018. My primary focus is underwriting and servicing Workers’ Compensation solutions for our clients within the health care industry. I am also involved with the compliance team and a “Super User” for CRM systems managed by our parent company The Amynta Group.

With over 20 years’ experience in the insurance field, I have had the opportunity to work on both the carrier and broker side. As a Workers’ Compensation underwriter for an MGA, I had access to many companies and was able to obtain a vast knowledge on what is needed to release a competitive, yet profitable proposal. I spent a combined 7 years servicing all lines of insurance for the hospitality industry from the agent/broker perspective.
I have my P&C License, along with a bachelor’s degree in marketing from New York Institute of Technology.

I spent the first decade of my career as a Middle Market Commercial Lines underwriter, with a strong background in Healthcare within the Northeast territory. Following my underwriting career, I spent five years as a retail agent targeting companies within the Healthcare vertical (Long-Term Care, Miscellaneous Medical and Social Services). While not at work, I enjoy spending my time with family, friends and my two dogs, Lola, and Sophie!

Prior to joining TPM, I worked in business development and marketing for a national retail agency and held several sales positions with national communication companies.

I hold the position as VP Senior Healthcare Broker with a National client focus and Industry expertise that includes Home Health, Hospice, Physicians, Hospitals and Senior living. I have a Bachelor of Science in Finance from Ithaca College and hold a license as a Certified Insurance Counselor, CIC.
